What it means
This dependency will fail exactly like a missing file, even though the file itself is genuinely right there.
Why it happens
Windows COM registration lives per-machine, not per-folder — copying an install (zip, USB stick, network share) rather than running its official installer never carries that registration over.
How Pincab Toolbox detects it
The component's binary is present under the install and a table needs it, but neither COM registry view (32-bit or 64-bit) lists it.
